I understand your concern, but I don't believe there was a particular lot that could be done given the initial core of Mega Sceptile. Bear in mind that half of the tier drops to Thunder Wave Clefable or can't switch in on Wave including some of its best offensive checks in Gengar and Mega Metagross

Consider also that half of OU teams drop to Mega Gardevoir because of the nature of team matchup and that sacking and trading will put Gardevoir into range after chip so it is possible to counterplay
