Checking the debug log (only accessible to admins, shows full set details) reveals that deoxys-a was NOT max speed. Performing a stat calc confirms that it was slower than dragapult's set so this is not a bug.
I was under the impression that this suggestion was for allowing users to import and use any CSS for their client specifically. Based on p9's screenshots that seems to be the case at least.

The upcoming (and actively being worked on) preact client will allow you to treat PMs as chat rooms, so they should be a visually big as chat rooms for this purpose and wont expire. Specifically you should be able to open a chat specifically for this purpose.
This is something configured by command not via code, so its technically not a bug in the sense we don't need to make a code change to fix it. Fixed by setting the room's section via command.
