Hi! If you're still interested in a Noibat or Gible, here's some info.
I have 2 4IV female Jolly HA Gibles in great balls, but no outrage :(
I have a few 4-5 IV female Naive female Noibats in luxury balls. Some have Infiltrator, while others have Frisk, but they do not have any egg moves either... :(
