hmmm, how do you know you hit the seed when you couldn't catch it? You need to know the IV in order to determine if you have hit the seed.

ahhh, work on it! Each console has a delay when starting the game. For my console, it has about 1.5 second delay. So if my seed is at 08:05:12 , I have to start the game at 08:05:11 to hit my seed. You need to know your delay of your console. Try practicing a few times, get to know your console.
Because RNG breeding is quite a long proccess and if you cannot hit your seed consistenly, everything you do afterwards will be a waste of time.

So, if you restart the game with the same settings, you would get the same exact pokémon every time. Now, restart the game as usual, but, just before contacting Cobalion, advance the PID only once and check its nature. Repeat then these steps advancing the PIDRNG one by one, you'll be able to identify the same sequence in natures on your PIDRNG list
You also need other stuffs like. Like Flawless Ditto, Dittos of every nature, Synchroniser of every natures.
are you familiar with hitting your seed and starting frames? Have you tried capturing a random pokemon to ensure you are able to consistenly hit your seed?

Awesome guide. Thats how I learn how to RNG breed, I can help you with any specific part you don't understand. But you need to read it to understand the whole concept, its pretty complicated.
XD It's hard to explain. Let's see, so, the PIDRNG are in a sequence, and you will always get the same as long as you hit your Frame0 correctly, right?
The ones on that seed you're hitting, they should remain the same no matter how much you advance the PIDRNG with chatot chatter

All I can think of with stationary legends is the nature to begin with… So, you can catch the first one, check ivs, confirm, and write down the nature. Next, restart, but advance the PIDRNG frame by one (chattering chatot), and press A on the legend to catch again, confirm ivs and check nature until you find a sequence that matches your PIDRNG sequence on RNG Reporter
But, again, have you found successfully one with the right ivs? If so, you just need to proceed to determine exactly the PIDRNG frame on which you are

I'm afraid I'm not sure, you see, I use PPRNG, which is similar but nonetheless different in many ways from RNG Reporter. So far, have you got your iv frame exact yet?

Location, as in, which city, state, province, municipality, country, timezone... and no, they don't need encounter slot, it doesn't really matter because you're stuck with whichever legendary you're facing
