I didnt have much time earlier,but after taking a good look at your CAP entry,i would like to give my opnion.
IMO,i think the blue stands out way too much and is a bit too....lighting-like,i believe that a color that blends better with her reddish body would be better.
Changing the color to a dark red tone,or even a dark purple would be enough to make it stand out without removing the focus from the pokemon's body itself,as well as being colors that are closer to the Psychic theme.
Just my two cents.
