In R/S and Emerald you can obtain one via bonus disc, which is impossible to RNG.
In FR/LG there has been an special event according to Serebii.
I'm quite sure that all third gen Jirachi's are impossible to RNG since no one has ever done it, just like Celebi before the 4th gen Event came out.
