I can get the jolly one for you without waiting at all (there is a 31/31/31/(20)/30/31 spread with technician that has encounter slot 6, which does not require morning). And I'm not going to charge you 9 credits for both, it will be at least a little cheaper :).
I figured out the problem (I think). Scyther only has the encounter slot of 2 in the morning, at all of times of day, ponyta has that encounter slot. Since the seed is at 11:00 (daytime by the game), I got a bunch of ponyta. I hit my seed. All I need to do now is wait 17 hours until it is morning by my game's time, advance the frame, and catch it lol O.o. But you will have your quint-flawless scizor in a premier ball :).

I'm using seed c20b0af4. And now I've actually gotten the ponyta twice. It appears that encounter slot 2 on Route 210 is actually level 21 Ponyta, not Scyther. I'm going to do some experimenting and see if one of the other encounter slots listed as something else is Scyther. I'm a man on a mission here lol, I will get this Scyther :).
Yeah, you're right. The encounter slots are freaking trolls. On the upside, I have a 31/31/31/(17)/31/31 | Adamant | Ability 1 Geodude and Ponyta now that I really don't need :P. I'm still doing my best for your Scyther :).
