I have no idea to be honest with you. Read the info for the saves to find out if they've beaten the league. I know one of the saves with the complete pokedex for Emerald used encounter codes though.
I may be able to send you the save I have since I believe I have the first save dump I did before I altered my BP.

IIRC it does work. If you want save files at the start of the game, I can provide you with around 2000 of them :P
Nah. It's just restore, wait a min, transfer, check, restore(or quit if ivs are good), etc
If you need more save files you can go here for Emerald saves and here for Ruby saves. They're in gameshark save format though so you need to import them into VBA (by using Import Gameshark Snapshot) then save the game normally to get the .sav file.

Also, apparently use lucariojr has been able to get different Jirachi by restoring saves then wait until the playtime advances by a minute to try again.
