Ah, I see. Put some speed EVs into it. A neutral speed Gengar cannot outspeed +speed base 100s. Gengars need as much speed as they can get because they're fragile.
You're free to delete the VMs if I'm right. I have no problem with that.
I'm guessing yours was probably a defensive one with not many EVs dumped into speed or it doesn't have flawless speed IVs. The item is also a probable indicator of that.
I dislike disclosing EV spreads, but unfortunately for you, it doesn't have 252 speed EVs.
Well, now that the Celebis have been released, it's possible that you're gonna see a lot of them, so it's probably a good idea.
Though, how did it outspeed your Gengar?
