There is not something overly specific that's the point. Against a balanced rain team for example, if you manage to eliminate Tornadus-T you can then sweep, where at +0 you couldn't because steels such as Jirachi and Scizor could take a hit and then cripple back, where at +2 they are OHKOed.
Nasty Plot boosts Celebi's Special Attack to high levels, allowing Celebi to sweep through many teams once faster Pokemon and Pokemon that resist Celebi's moveset are eliminated.
