I use www.online-image-editor.com to make them. I make the userbars, and leave an open space above and below. Quite a bit, you can crop it later. Upload the userbar, and click 'Wizards'. Click overlay and upload the animated sprite. When it shows up, drag it to where you want. Click apply on the left. Crop the empty space out now, though careful not to cut your picture. apply the crop. right click on the image and save as. Upload to Photobucket or something that allows animated uploads.
