click on the subforum you wish to post a new thread in e.g.
then something like this should pop up, it's different for every subforum

you see "new thread" at the top left of the screenshot? click that button and then you can make a new thread. be sure it follows the rules (read REQUIRED READING or whatever there is in each forum) and make sure that a thread like it already has been made (e.g. Pokémon of the Week in the VGC subforum).
