Unfortunately, being countered by Toxicroak is a huge deal, seeing as Rain is extremely common in OU
Dark leaves you walled by Toxicroak. Plus it lowers the attack IV, which you're not using anyway, and special defense which is patched up by CM.

Probably around 200 or so. Like I said, I never needed to consider it since I got the shiny after walking the steps into the dust cloud.
Also, I did a certain step pattern to check if I hit my seed. I actually didn't do any chatots, since I ran into the shiny excadrill by mistake trying to see if I could get an encounter. -
