I imagine RNGing a bred Dratini is easier, as you can pass down max stats from the parent easier and would fill in the gaps w/ random RNGing.

well the ageto celebi can be shiny

Lots of people do not have shiny Celebi's.
The people that do have them they hacked them.
There isnt a game that you can get a shiny Celebi.
Theres only two places you can get a Celebi from to my knowledge.
One being the Agato Gate Celebi which cant be shiny and the event Celebi that was just passed out (which also cannot be shiny)
