Rapid Spin and Stealth Rock give it a new dimension, with its ability now to spin and spike. Will-O-Wisp also enhances its role as a supporter. Torkoal did gain a lot comparatively with the advent of DP, but these changes are nothing incredible.

I would imagine that the focus at the moment is on getting Competitor out; after all, the primary use of Smogon's movesets and articles is for online battling. Nicar is right - the threads in this forum regarding individual Pokemon will give you a good idea of the material (especially movesets)...
