Ok here are the details:

1. Growlithe (evolve with Fire Stone) EVs: 72 HP/252 Atk/184 Speed. Level to 100, teach Extremespeed over Crunch.
2. Jirachi EVs: 252 HP/224 SDef/32 Speed. Level to 100.
3. Deino EVs: 4 HP/252 SAtk/252 Speed. Level to 100, teach Dragon Pulse over anything except Dark Pulse.
4. Cottonee (don't evolve with Sun Stone til 100) EVs: 252 HP/252 Def/4 SDef. Level to 100, teach Leech Seed and Stun Spore, keep Encore.
5. Riolu (evolve through happiness) EVs: 252 Atk/4 SDef/252 Speed. Level to 100, teach Close Combat and Extremespeed, keep Ice Punch.
6. Larvesta EVs: 252 HP/252 Def/4 SDef. Level to 100, teach Quiver Dance, Bug Buzz, and Fiery Dance, keep Morning Sun.

That's all of them! Be careful when leveling, because the moves here are important (especially the ones that should be kept). I'll head into the room in about 10 minutes, as I'm currently trading. See you soon! :)

Skarmory are very rare, I didn't find many of them, and I actually don't know where you can find one atm :S For the Celebi and Rotom I'd just browse some promising new threads, as Rotom is bred kinda often atm and there are a few of thos eEvent Celebis out there. I cna't name concrete threads though |:
