Is it true that protean and libero activate before the Pokemon uses a move, but they don't activate if the move is going to fail? They look like they're currently implemented this way on Showdown and I just wanted to make sure this is correct.

It depends. Misses and immunities are handled after Protean. It's all about event timing. There isn't any part of the code like "if it's going to fail in the future, don't activate Protean".

Is there a list of things that get checked before a move is executed? Or do those abilities just not activate whenever the game says "But it failed!"?
 
If a move can activate both the target's ability and item, which one activates first? I think most of the damage multipliers are already documented, but I don't know as much about things like safety goggles and overcoat, focus band, focus sash, and sturdy, or covert cloak and shield dust.

Could someone please confirm this? It it very weird if this hasn't been implemented: when Defog is used against a Pokémon behind a Substitute, it fails and doesn't clear any field effects.
I tested this in Gens 7 and 8 by using Defog against my other Pokémon.


Defog clears Hazards on the target's side of the field, not necessarily on the opponent's side. Everything is good, sorry guys ;-;
