Description (Competitive): Mega Braviary is now in an interesting position with its high attack and Tough Claws. not to mention its solid bulk and access to Taunt and Bulk Up, it can serve as a powerful wallbreaker. The speed is a bit lacking, but it can definitely make up for it with its decent bulk and raw power, which pairs well with its high power STABs and usable coverage in Superpower.

Description (Competitive): Thick Fat lets it bypass its Ice weakness while allowing it to do well against most Fire-types. The main reason it has the new typing is to distinguish itself from normal Snorlax and to gain STAB Earthquake which pairs well with its high 150 attack. Now that it gets Slack Off, both Mega Snorlax and Snorlax are viable.

Movepool Additions: Power Gem, Superpower
Description (Competitive): A strange mixed attacker, Mega Vanilluxe can harass the opponent with Blizzards thanks to Snow Warning, which also helps wear down the opponent. It has a semi-unique dual STAB in Ice and Rock, although unlike Aurorus, Mega Vanilluxe actually has some speed to back it up. It also has a meaty 150 special attack and access to Superpower with its relatively useful 120 attack. 114 Speed is also nice, as it outspeed threats like Serperior, Thundurus, and Latios. Its bulk isn't even that bad, and it has some usable resistances despite having a plethora of weaknesses. Notably, it resists Flying-type attacks, so Gale Wing attackers won't be able to revenge kill Mega Vanilluxe properly.

Although this is a rule, I don't see why. Although no megas have had a primary type change, that doesn't mean it couldn't happen. Pokemon isn't as uniform as we're often lead to believe. Mega Alakazam didn't get a full base 100 stat increase, only 90. All megas apparently have mega stones, but Mega Rayquaza doesn't. Shedninja, a pokemon with a base 1 HP, always has 1 HP. A pokemon with a base 1 should be able to reach over 100, but Shedninja's was locked to 1. And finally, although we haven't had a mega who loses it's primary typing, we have had a pokemon go through such a transformation: Swablu. Swablu is a Normal/Flying type that evolves into Dragon/Flying type. In my opinion, unless I'm missing something, you should be able to change the primary type of a pokemon though mega evolution.

Oh believe me, I agree but I'm not a council member so when or if Valmanway or one of the other council members changes it, that's the rule.
 
Can we move Illusion down? There's actually no reason for it to be used on a Mega "Oh, this Liepard is coming out. Oh, it mega evolved, and now it's a gengar! But since I already saw it was a Liepard, I'll click Close Combat and wreck it!"

Description: Americans are patriotic. This isn't a stereotype, a lot of the americans I've met actually are extremely patriotic. It's a good quality. So how about the america Pokémon has an ability to show off its patriotism by every time it gets something done, it gets stronger? That was the basis behind this. Added Quick Attack and boosted the attack to large levels to let it pick something off, and with its solid moveset it can force switches to take KOs often.

Description: Ice cream comes in many, many flavours. So why not give Vanilluxe the ability to change between "flavours" by changing between types! And with that, a concept was born. Dropped Attack to let it focus on special attack and the moves giving it neutral coverage (Didn't want to give it flamethrower so it doesn't melt itself) over everything. It's also really fast and really strong with moderate defences.

Also in other news, I've made a spreadsheet of the Pokemon without a mega evolution as well as the megas that have already been done in this project. You can find it here. I included Ubers (this is Megas for All) as well as all form differences that had different stat spreads (excluding Giratina-O since it has to hold an item to be in that form) since I don't know if we're giving them separate megas or not. Message me if you guys have any questions, corrections or other comments about it. Finally, if Valmanway could put it in the first post I'd appreciate it. :)

Literally the only thing "balanced" about it is the 1 base Speed. Even then, you can just run a 0- one on a Trick Room team and completely negate the one thing making it "balanced"

Yeah, I can make it so primary types can be changed. That was a weird rule anyways. I'll update the OP soon.

The winners this time around are MaceMaster's Braviary and Six Trails' Vanilluxe and Snorlax, so congrats to them! The next slate will be posted sometime tomorrow, so you may freely discuss in the meantime.

Since we can't vote for our own idea, some people have stopped voting, which gives them better odds of winning. Let's take last slate for example. 13 people submitted ideas, but only 3 voted. Let's take a look at Miyami~~. She made a mega, liked the voting posts (showing that she was there during the voting period), but didn't vote herself (nothing against you, Miyami~~. I've been guilty of doing this before too). There was also a slate in which I was the only one to vote. I think this needs to change, as the few people who do vote are being punished for it (being less likely to win). I have a couple solutions although I'm not sure you'll like either of them.

My first idea is to extend the voting period and allow people to vote for their own ideas. While people might still be greedy and vote for their own first (please don't do this unless you really think you deserve it), people will start voting which means that we'll get a larger sense of what ideas people liked. It will also no longer negatively effect your odds of winning, although there is some problems with it. Because of the potential for corruption, I like my next idea more.

My next idea has no potential for corruption as far as I can see, but poses another problem. What if we extended the voting period, but more importantly disqualified people who didn't vote. Just to the contrary of how it works now: if you don't vote, you can't win. Unlike my first idea, there's no corruption with people unjustly promoting their own by putting it first, but as I said, there is another problem: if people are unable to vote during the voting period for whatever reason, they'll have no chance of winning. Although extending the voting period will help, it will still happen. I have a solution to this too. If we do go along with this idea, it could be helpful to establish when the voting period will be as soon as the slate is announced so people will have time to plan ahead. If people won't be able to vote during the period, they could vote in advance.

Today (7/14/16), according to national day calendar it's National Hot Dog Day, National Tape Measure Day, National Nude Day and National Grand Marnier (a type of liqueur) Day, and I kid you not! Arcanine is an actual "hot dog". We could represent Nudity Day with a humanoid pokemon that doesn't wear clothes - Conkeldurr. And finally, I think that we could represent Grand Marnier day with a pokemon we all agree is a drunk - Spinda. What do you guys think about it?

Limitations:

Kingler's ability limitation is 4 and gets two moves.

Pelipper's ability limitation is 4.5 and gets three new moves.

Starmie's ability limit is 3.5 and gets one new move. Just be sure not to give Mega Starmie anything too big, as this will effect normal Starmie as well, who's already a solid Pokemon.

Voting will last for 5 days, so get your ideas in while you can.

I agree voting has gotten slower over time, and I do like the ideas you proposed. We'll look over this and likely apply what we've decided on by this slate's voting period. Thanks for voicing your opinion!

Justification: Now covered in a thick, metallic shell, Kingler is ready to whoop some butt with its high attack and solid defenses, especially after a major buff to its Special Defense. While it loses a bit of speed, Mega Kingler still comes prepared with Aqua Jet, and with Agility its speed can quickly be patched up, with potential for a double-dance set with Agility and Swords Dance or even Hone Claws, which increases Crabhammer and Stone Edge's faulty accuracy. To top it all off, Metaliate gives Mega Kingler powerful STAB options like Return, Double-Edge for extra "oomf", or even Body Slam to potentially paralyze foes and in the process outspeed them. Indeed a very powerful threat, even if a bit slow.

Justification: While I could've given this guy Drizzle for Hurricane and Scald and call it a day, this is the "Fun in the Sun" slate, so no storm clouds are coming from this bird! With more defensively oriented boosts, Mega Pelliper is honestly rather subpar, especially since even with high defenses it still has low HP, however, with Gale Wings and a more defensive stat spread, we've got a mighty interesting creature, with access to have priority on moves like Roost, Tailwind and even an amazing priority Defog. New movepool additions include Mirror Move, which can be used to copy a foe's stat boosting move or straight up hit them with a special move they used that they just happen to be weak against, while Feather Dance can be used as a last ditch effort against physical attackers similarly to Memento, though since you won't die after using it, you can also use it to annoy foes out. Offensively, M-Pell doesn't have that much Special Attack, but with Scald and priority Air Slash or even Hurricane, it sure can defend itself.

Justification: Upon Mega Evolution, Starmie continues having its shining gem eye, but around it, various multicolored and blinking smaller eye gems are huddled around the bigger eye, giving Mega Starmie Compound Eyes. Mega Starmie is a power to be reckon with, with high speed and special attack alongside both good defense and special defense, and with its new ability, Starmie's usable movepool becomes quite more open, with its dastardly Hydro Pump now having over 100% accuracy, while the stronger versions of coverage moves Starmie loves to use, like Thunder and Blizzard, also get a significant accuracy boost. With the power of mega evolution, Starmie has the potential to overpower many foes while still being able to spin away rocks, just watch for 4MSS, since this version of Starmie still suffers from it!

  • It's a crab with a super hard shell. Just pretend it turns to Steel when it mega evolves.

  • Massive 170 attack means Kingler hits very hard. 130 defense is good but let down by Kingler's poor HP stat.

  • Terrible special bulk means Kingler takes significant damage from even neutral hits.

  • Speed is often underwhelming without a boost. Plenty of fast, hard hitting Pokemon in OU.

  • Tough Claws makes sense since Kingler, you know, has a giant claw.

  • Iron Head and Bullet Punch are STAB, the later gets priority and both are boosted by Tough Claws, as is Kingler's Water STAB Crabhammer.

  • Water/Steel is not a great offensive typing and Kingler's poor coverage means that certain Pokemon give it a hard time, even with its monstrous attack.

  • 150 base speed allows Starmie to outspeed almost everything in OU.

  • Bulk is rather middling, and its power often is as well. It's unable to beat Chansey and some other bulky Pokemon such as Ferrothorn.

  • Faces competition from other bulky water types. Not helped by a Stealth Rock weakness.

Regardless, even if CP/SP doesn't work on Pokémon like Clefable, I think Starmie could pull it off due to Cosmic Power having STAB and Mega Starmie also having Tinted Lens meaning only Dark-types should be able to wall it reliably.

Mega Pelipper also has some other STAB moves that it can abuse with Serene Grace like Water Pulse and Air Slash. I gave it Healing Wish because I couldn't think of any other moves to give it and it at least gives it some extra utility.

Despite this making Kingler a lot more viable, Kingler has a weak spot in Special Defense still and 105 Speed isn't amazing.

While Pelipper may be a great wall now, anything with Thunderbolt can still destroy it, and it still has a Stealth Rock weakness. Also, it's quite slow for a Prankster user, allowing it to be picked off at low HP by faster priority users.

I gave Starmie Charge Beam for another Electric-type move to go along with Thunder, Thunderbolt, and Thunder Wave. I gave Starmie Victory Star because... I-it's a star... and helps with Hydro Pump's accuracy. Starmie does still have a weak spot in that 60/100/105 bulk isn't particularly bulky when uninvested, as it's held down by that HP. Also, 135 Spe is outsped by some very powerful things, specifically Mega Beedrill and Accelgor, who can OHKO or 2HKO it.

Stone Edge deals with a few persons of interest while Bulldoze is largely flavor, but hey, many crustaceans regularly burrow or move sediment.

This makes it the ultimate Talonflame counter and a great answer to many birds not named Zapdos, not to mention *gasp* the world's first Defog absorber!? (Maybe, that move is a tricky subject.) Pelipper has all it wants offensively, so I improved its support movepool a little. Baton Pass can pass Speed boosts if you prefer that to U-turn's meager chip damage, and Whirlwind notably lets it shuffle foes if you're not Defogging.

Description: It's literally Reigahere's but with a different ability. Oh, and Charge Beam for gimmicky boosting sets. The key difference is that it sacrifices accuracy for the ability to badly damage any switch-in that doesn't double resist whatever you clicked. It doesn't hit as hard as LO Starmie (and certainly not on switch-ins) and it still can't break Chansey, but that's about the only thing that wants to come in when it can break through other special sponges on its STAB alone. There are a number of ways you can go about attacking, and if you want defensive utility it has better defenses and can Reflect Type before Weavile can act.
