Usually upcoming games are listed in the "Games Listing" thread. However, people tend to be lazy, and don't actually post up any upcoming games. That or they just don't want to broadcast a game that might not actually ever be made. Usually though, people will just post up a sign-ups thread and then you can signup for the game through there. If you'd like I can try to notify you whenever I notice a new game being set up, but you're much better off lurking and watching out for one yourself.
OHHHH, wait a moment, looks like signups closed. I didn't notice that. In any event, you are much better off joining a beginner game. There should be one coming up very soon.
Yeah, you can join it. The rules are in the OP of the thread. As for how to play mafia, here's a few concepts that I gathered. They are all articles from the Smog, and compile the many facets of Mafia. If you want more info, I'd suggest you look at Wikipedia's page on Mafia.

There should be a game starting within about 1 week that will be designed for beginners, even moreso than recent 'beginner' games have been. You should try signing up for that one.
