LO would probably be okay, or you could try Leftovers. Expert Belt can work on sand *okay* I guess.

Life Orb or lefties, but I would probably try LO first. EB is kinda bad vs things you can't hit for SE damage with your STAB. Such as Conkeldurr or Hippowdon etc

I would try it on anything relatively offensive. I just prefer to beat to my own drum while building teams, or make a more unique rain team.
Most good players usually do that to build strong unique teams which are designed to beat the standardish ones.

I think Sub CM sets would work best with speed. I also think it would need the coverage, as its coverage would already be pore. TW wouldn't do it much favors in that respect.

I think the Bold Calm Mind set would probably be outclassed by Reuniclus. If I were to use Bold Meloetta, I would probably abuse its support options.

As for Bold Meloetta, I am unsure. I could experiment with it, but I would prefer to work with its offenses.
Mainly because I like to be different when I build my teams. Rain would seem boring when the metagame is blah rain. I would build a Sand team which beats Rain.
That set seems okay. It seems like a bulky Alakazam, or a set I ran on Modest Reuniclus before. Recover/Shadow Ball/Psychic/Focus Blast.
I think it does have potential. It is a legendary, so its base stat total is good. As for role or movepool, idk.
