I would almost always choose mixed Venusaur unless I really wanted to use Weather Ball. Earthquake is good, and so is Venusaur's superior bulk.

I wanted to try Victreebel in BW 1, but now in BW 2 I don't feel like it. Mainly because Giga Drain Chlorophyll Venusaur got released iirc, which was one of the main reasons why I wanted to use Victreebel.
It's a gimmick. There are more useful stallbreakers abound, but Meloetta has just enough unique qualities to make it worth a try (like that sexy ass 60% paralysis Thunder from base 128 Sp Att).

Tornadus-T is absolutely everywhere, and nowhere else you can put those EVs will significantly affect Meloetta's performance. The speed is completely necessary to negate an otherwise check.
