so enter your seed(d2140289?) into seed finder and select roamer, initial seed finder and make sure raikou is the only box ticked.
It should tell you what route raikou will be on when you start the game and how much it advances the frame by

once you have hit the seed, advance by using the lower left radio button 15 times and check the elm responses until you reach frame 70
then "talk" to Zapdos

If you cant call elm then advance it to 70 using the lower right button

I also think its intergrated within RNG reporter 7.50

Leave Raikou roaming- it helps you verify your seed quicker but check how much it advances the initial frame

If you arent calling elm use the lower-right one because it advances the frame consistently by 1(if buena's password is on it doesnt advance the frame at all)

If you are calling elm use the lower right one about 15times and check which frame you are on by calling elm
This is because the lower-right one is inconsistent(at least for me :P)

If you can get on wifi in the next 5 minutes I can give you a togepi

I think trading over a togepi would fix it.
Also I wouldnt aim for a timid hexflawless Zapdos - I did a shiny one and it can only use a Sub Roost set
If you dont want to wait until youve traded the togepi over then advance the frame by checking how many frames the roamer advances, then tap the lower-right button on the radio and move the circle thing back into the middle until to you are 1 under your frame. It advances the frame by 1 consistently(as long as it isnt Buena's password)so do that until you are on frame 70.

It is a lot easier if you can call elm because you can tap the lower-left button on the radio which advances the frame inconsistently by 3 and then check what frame you are on by calling elm
