Yea you can request more. And I always make the pokemon as legitimate as possible. So well in fact that Nintendo themselves would have a hard time figuring out they are created.
So some of the pokemon that could ONLY be obtained through an event have the real OT ,ID and Met conditions as they were in the actual event.

Yea, Try in your DSI XL. Change the DNS settings the same way as you did in the 3DS.
