In my opinion, the reason why politoed should be OU is because of its inability to use Whirlpool on conjunction with Drizzle due to illegality issues. This prevention of Politoed not being able to trap opposing weather Pokemon makes it completely checkable by a multitude of threats, and enables players to have a very reasonable chance of keeping up their own weather to counteract the opposite rain.
