I didn't know I had a flawless emerald jigglypuff. Maybe some pre-RNG'd ones that had 3 or 4 flawless stats but have since demoted them due to being outclassed.

Ice Beam is best cause it does more damage to fliers authough it does not handle Gyaradso and Starmie. Bold can work but then the damage calc I just spent an Hour working on are useless and anyway Modest is needed to push the damage up to 2KO's. Otherwise milotic needs to run a lot more SpA EVs which defeat the purpose of running Bold.
not really authough it give milotic individuality from Starmie.
