Might I suggest getting your voltorb CP in a Premier Ball instead of a Repeat Ball?

Aha I see. Isn't there one you hit more frequently than 619 then? I tend to have a few issues with delay sometimes as well.. though if it pisses me off too much what I do is just re-save and restart. ^^ re-calibrate and try again.
Do you see what delays you keep hitting instead? Maybe you should go for a different one if you've been missing your delay for 10 days. =)
Alright so it might be a while then. ^^ Gender, Nature and Ability are set to the Pokémon itself, but shinyness is set to the games PID. =) Which would be why you're needing SID to be able to abuse for Shinies.. but not for gender/ability and nature.

Easier to keep on talking here. =) No, shinyness is connected to the game ID you've bred it on, so the egg will not hatch shiny on another game. I'm just saying what I'd be interested in from you if you do decide to breed a Tentacool and Anorith I'd be wanting to trade with you for those two. Provided I could get non shiny versions and females. ^^

I use PokéRNG to generate legitimate spreads, then plug the seed given into RNG reporter and check the encounter slots
That's okay, and yes I did see you requested it non-shiny. There is no legitimate IV spread in Platinum that will work for that sorry
In regards to your CP request:
I cannot HGSS abuse as of yet, though I am working on it. The only spread I can use to abuse Voltorb on Platinum that has a perfect speed IV, Soundproof and HP Ice 70 is this one: 30/7/30/31/31/31, which doesn't have any encounter slots, making this CP impossible in Pokémon Platinum. All of the other spreads for HP Ice 68+ also don't have the needed encounter slots in Platinum to abuse for the Voltorb. I don't think I will be able to do this CP for you, sorry.
