    What has to be understood is that humans are, instinctively, territorial animals. Given this single fact, I would say that there are some people stubborn enough to stay put even during the worst of disasters as they truly believe that is their land and their home. Underwater or not, man will stay and occupy their land. Not even Neptune can with this turf war.
