Sorry, I don't know shit about Youngster Joey, lol. However, that's happened to me sometimes too. I've had it where RNG Reporter said it was frame 13, but it really turned out to be 16. I'd recommend just collecting a few more eggs, and if you still don't get a shiny egg, change the seed you're trying to hit. You can try Joey too, just call him 4 times, then collect a couple eggs.
