The best timid shiny spread I have is 28/x/30?/31/31/31 I think, and it's HP ice. And I think I already caught an azelf with it.

I was actually going to check a whole party, so an IV battle would be faster. All I have to do is write down stats and then run.
Starmie with HP fire isn't too interesting to me, it seems like more of a gimmick.
And I can't get a hex flawless shiny timid azelf because I don't have the shiny spread for it.
What about a dual screen magnezone or lead blastoise?

Meh.. maybe. But it seems like it's outclassed by a lot, like Gyarados, Feraligatr, and many non-water types.
What about a Swords Dancing Tentacruel?
It doesn't have to be different but it has to be something that isn't used quite as often, like the Life Orb mixed crobat set, or the mixed togekiss, or something.
Blastoise can't boost his attack so I'm not sure that would be very effective.
