I don't have much longer until I have to leave for a bit anyway. To EV a LC Pokémon, you have to use vitamins, Pokérus, and power items. You need a full party of six, the other five Pokémon need to ALL be holding EXP Shares. The idea is to reduce the amount of EXP the LC mon gets down to 1 EXP per battle. To do this, you can only fight Magikarps of certain levels. LC EVing is very difficult on HGSS because it's very hard to find Magikarp weak enough to fight, so I used my Pearl game instead. Because I hatched the Meowth on my Pearl game, it had my Pearl ID so it wouldn't gain boosted EXP. This also widened the pool of usable Magikarps.
