True! But only if the Raikou, Entei, and the other roamers' levels are greater than your Arena trap pokemon. If your arena trap pokemon's level is higher than Raikou and Entei's level, their Roar attack won't work.
EDIT: Unless if I'm mistaking.
You can try using a Pokemon with arena trap to keep the roamer pokemon from running away. Like Dugtrio and Trapinch

well i'm trying to get beldum pokeball (method 1) on emerald and i didn't know there was delay but i have a frame of like 7238 (example) do i divide that by 60 for the amount of time i have to wait? or am i missing something?
