Ohhh yeah I have no idea, I don't know what effect that would have. I never did snorlax so I didn't have to worry about exactly where that station was since there's no button for it. If there are NPCs in that area that could also advance your frame from when you exit the menu to when you press A to encounter.
What do you mean partial letters? As soon as you push the radio button for a particular station, it will advance. You can go as fast or as slow as you want, it doesn't matter what text you see or can read (if that's what you're talking about). -
