Well, you can start the talk at any time, but the IV's are generated when you press 'a' when it says "Take good care of it!" so you have to hit 'a' there at the right time. Also, the clock starts as soon as you reset, not when you hit continue.
No delay, the game starts at the same seed every time, so it's easier in that respect. It depends. Here's a list of spreads, but ignore the ones with an S next to the frame number. That refers to split spreads which are randomly 'substituted' in for the spread, but they are rare, so don't aim for them. -
