I wonder why? I used an 31/31/31/B/B/B spread on it (the Parent B is a flawless Ditto) and I've hit my delay, called Elm on the right number to advance my frame, and get the egg immediately with the NPC not moving. I hope that's OK with you though...
Please check also the IVs of Spinda to make sure if it's correct since I don't have an AR. I'm checking it's IVs by talking to the IV man on Battle Tower and according to him, it has an "outstanding" result. :)
Also, is the Arceus EV-free, meaning that it's still not yet EV trained and completely UT? :)
