The only thing that I can think of is that if you're in an area with a lot of NPCs and delay to long on calling, it'll advance past the calls that RNG Reporter puts out. Er.. do you have the even/odd box checked?
I recommend checking the seed with "check with monsters IVs" method. When you soft-reset just capture any pokemon and check the IVs. Just add the AR code (google it) to your code list. If you're getting consistent seconds/delay there's not much I can do since you've done the "basics". Have you ever RNGd before ?
Sorry I'm not much help, like I said you already have the basics. All you need to do is make sure to soft-reset 12 seconds before your target time and hope to hit your delay.
Also when you're doing the elm calls, make sure to add -9 +9 in the seconds section also.

You want me to help you with 3th Gen abuse on an Emulator or 4th Gen abuse on an Emulator ?, as I have never done the latter on an emulator.

I've never done it either, sorry. What I can tell you is I think it involves placing a watch on the memory location of the seed and freezing the delay so you don't have to worry about hitting it. Not sure though.
Whats your delay ?? Are you using a timer ??
I have never RNG on an emulator anyway but it should be same process. What are you trying to RNG and what is the process you are following ??
