Well it sounds like you need to hit an even delay, but you are hitting odd ones. Either pick a different seed, one with an odd delay, or put a 3rd gen cartridge in the bottom slot of your DS. That will make you hit even delays instead of odd ones.

Well, if you're averaging about 685, you should be able to adjust the timer by about 25 delays to start hitting around your target delay. Also, cartridges can either hit even delays or odd delays. If you can stick a 3rd gen cartridge in the bottom slot of your DS, that will switch it from odd to even. If you can't do that, then change the year of your DS by 1 and that will also let you hit even delays.

So what delay are you trying to hit? Do you know how much you're missing by? And are you using PikaTimer or another timer?
You're missing the delay on a shiny egg or something? I can try to give you some tips.

As I said, it's a practice thing. But right now, you're in a trial and error phase. Mostly to find your own individual calibrated delay. As soon as you have it, things will get easier, you'll see.
There are three of this delays you hit that are close together: 679, 685 and 689. 739 was a fluke, more likely. So I'd put 685 and hit update, because it's the middle number between your tries.
Wait, what? You're confirming the time (hitting it at the same time as the timer used) and turning it off? That's entirely unnecessary. You just need to get back to the front menu and enter the game.
