Yeah you have to abuse your ID/SID combo, to get a nice shiny spread. Don't know exactly how that works, I couldn't do it anyway xD someone else abused my ID/SID combo.

Hm, well I don't know what you are doing wrong. If he's on 25 then just advance to 24 and then talk to him. There are no NPC's moving there so that shouldn't be the problem
