Ah, I'm pretty sure each round is "individual" of its own. You cannot Encore a Safeguard that happened last round. I mean, that's pretty cheap, right? ;p
Your opponent would be left to do absolutely nothing if that were to happen.
edit: I mean like change your first action, but you can choose Encore as your second action if your opponent uses a non-attacking move or something, that would be fine.
