Ah he means nothing by it. Some people RNG for the sheer challenge of it, can't blame them for it. It has a sense of sentimentality to them. To me there's no difference, just the end result. Regardless of how I RNG a poke, if I have it, that's all that matters.
Well it does take less skill on 4th gen, since you don't even need to hit a delay with a timer. With 3rd gen you have to because you can't on a cart, and 5th gen is easy regardless, but makes it much faster. So I can see why, but people shouldn't hate, they're the same thing, just one requires good hardware to run. Can't blame others for having decent PCs.
