OK, there are NPCs that advance the frame (PID) when the menu isn't up so saving to advance won't be consistent. Chatots let you advance it with the menu up. I gave you two so you can switch back and forth. It makes things much quicker. After you've taught them a sound with Chatter, just go in and view the summary of one of them. From there you can hit down on the D-pad to the other one, up to the first one, back and forth like that. Every one advances the frame once. You can hit up and down about as fast as you can keep count and it will still advance the frame so you don't have to wait for it to finish or even start the cry. Does that make sense?
