Have you at least confirmed the ivs of the Brave one on 61 so you are certain of your starting frame?

Can you send me the Seed? I am pretty sure you had it right the first time. You haven't checked the ivs each time, have you? I bet that when you think you are going too far, it's actually your timer0 putting you on the wrong seed. Try doing 65 a few times in a row and check the ivs when you get one.
The NPCs will still affect your starting frame. Once you have found your starting frame by catching the first thing you can after getting out of the menu, you know how many times to chatter.

I honestly don't know/remember the ivs. I started to work on a Volcarona a long time ago and got side tracked. I may have RNGd a good one or I may have traded for it, I can't remember. :P I can check it once I finish this BP. I'm almost done.
