Yes, to some pokemons.-- redis means redistributable.
The breeder/catcher has the power to make it redis(can trade to anyone), semi-redis(the person you traded can trade it but the one he traded cannot), and non-redis(the person you traded can't trade the pokemon at all)
People can trade it to everybody on smogon.

it has perfect IV's so its good for breeding.
