and I'd be willing to grant redistribution rights for any of them!
Finished Giratina. Working on Totodile. Tried to do Gible 3 times, but I messed up because I was tired, and also didn't realize he already had EVs. It's fine though I just used EV reducing Berries to get him to 0 EVs.
I'm interested if it's NOT Shiny...

they both give 1 speed ev
gastlys in the sprout tower was the only thing i found in johto at a glance. there might be something in kanto. i'll have to check when i have time.
the only hotspots i know off the top of my head is if you surf in the Ruins of Alph you'll find nothing but Wooper and Quagsire for 1 HP EV and 2 HP Evs respectively.
for speed evs surf the small pond near the mt silver pokemon center for nothing but Poliwag (1 speed EV) and Poliwhirl (2 Speed EVs)
inside mt. silver surf on the water for nothing but Goldeen and Seaking for Attack EVs (1 EV and 2 EVs) respectively.
