Yep, any seed, it doesn't have to be shiny with your ID/SID since the LoR Gyara is always shiny. Rain doesn't effect anything, but NPCs mess with the frame as usual :P
But as long as you pause and interact with Gyarados right away, I don't think they'll mess any thing up!
