I would like to nominate Thundurus-Therian UR -> C. I've been running Choice Specs to deal with a lot of threats on the ladder.
Matchups against the rest of the VR: it almost always beats Rillaboom, Togekiss, Tapu Fini, Arcanine, Eerie Impulse stallers, Tapu Koko, Azumarill, Metagross, Buzzwole, Clefable, Whimsicott, and Zapdos (both formes). It can also somewhat check (70/30 to 45/55 odds, mainly due to Focus Miss, or loses to a certain set) Urshifu-S, Jirachi, Urshifu-Rapid, Primarina, Snorlax, Genesect, Registeel, Suicune, Volcanion, Glastrier, Heatran, Kartana, Regieleki, Hydreigon, Kommo-o, Gastrodon, Swampert, Tyranitar, and Pyukumuku. There are some other matchups that it can win with worse odds.
Considering this wide spread of decent to great matchups, I believe that Thundurus-Therian deserves to at least be on the rankings.
Zarude, the baboon Pokémon. Also referred to as "Dada" due to its father like nature when it created a bond with an adopted child who was abandoned. Is a mythical Pokemon that was introduced in generation VIII and has a base stat value at 600.
With the new "Crown Tundra - DLC" released there was a, let's say "hope" for the new generation's revival. Bringing us brand new Pokémon, whilst also returning familiar faces to our metagame ; isn't Mr. Ishihara so nice. As for powerful custap berry (*ooh* to make it feel suspenseful). Both of these changes, I wouldn't say completely made this Pokémon stand out as a viable choice to pick up but has helped its case.

When I saw Zarude, my first thought was how can I abuse "Encore"? (If you aren't you should, it's good :3) Fast Pokémon 105 base speed, with a 105 for Hit Points & Defense. Plus 120 Attack, how is this thing not as viable as other Pokémon? Move-set, Match-ups, It's banned ; Now my first thought looking over the Moves, it's fine. Should be used but isn't. So then if it's not banned like Mewtwo, why is it not receiving usage? My mind went to the, "The community has Atychiphobia" ; The fear of failing or the inability to attempt a goal
Now why would you want to run something that always felt like it lost. Something that got no chance versus the better-overall Pokémon. So how do I take a Pokémon, and apply it's strengths to not only defeat the stronger Pokémon, but also make it so it can be decently viable so I'm not just a 1 Pokémon counter? Well, I decided too go ahead and make a few sets and well, needless to say they panned out 'cus I'm making a post on them lol
The Zarude sets & calculations

And if they are Specs like they are in this scenario they would then be forced to struggle. And with our substitute up the dmg from its struggle with be absorb!

16 IVs?! Are you sure you are sane? So yea, as we all know I'm assuming genesect has the ability, download. So we had to make sure our defense was the lowest stat somehow. Why does it matter? "genesect is just gonna bug buzz and KO you!" Why is it is true genesect is most likely to be special and have bug buzz. It strength of bug buzz is also its weakness here. Bug buzz is a sound move, and throat chop makes sound moves stop working. And depending on what sylveon set you are up against you have a chance to beat that as well with Substitute/Throat Chop/Power Whip

So I think this mon is underrated, utilizing a spdef set with yawntect eq ice beam it has solid matchups overall against the vr and is decently splashable due to it’s good natural defensive typing and it’s ability to beat certain top mons. Some of it’s notable matchups against the VR are Victini(Not all the time because that’s practically impossible), Non stall Jirachi, Genesect, Zygarde, Aggron, Garchomp, Naganadel, Rhyperior, Volcanion, Zeraora, Blaziken, Crustle, Heatran, Regieleki, Aegislash, Magnezone. It has way more going lower in the VR like Metagross, both Lando forms, Ttar etc but I think you get it’s purpose.
C to C+(Maybe B- but this i’m not too sure about)

Put goodra back on the VR: it combines relevant resistances with the pressuring combo of Acid Spray + Draco Meteor, gets to be a lite snorlax with great special bulk and Counter, and has a useful grass immunity as well. It also still gets a versatile item slot to run roseli/haban/AV/sitrus in (with custap an unexplored option that seems solid).
Considering its bulk, versatility, and valuable matchup against the many special powerhouses that have entered the tier, I think goodra would be fine at C+ or B-.

In addition to what LCB already said: tiers don't work that way. Victini loses to Urshifu but is directly above it in the tiers, Zygarde loses to darm-G, Moltres-G, Tapu Fini, and sometimes Registeel/Urshifu-R but is fine in its current tier,
Your chosen reference point of B+ rank is very obviously picked to make gourgeist look good: comparing it to a tier like B or B- is much less favorable.
I think putting gourgeist in something like D-tier would be fine: it does have the unique niche of being a Disabling subseeder, which makes it a bit trickier to break than, say, whimsicott, but unlike whimsicott it gets shut down by Taunt/Encore/Trick and Disable has gotten much less useful than it's been historically.
Mandibuzz is able to beat most Banded mons with the combination of Foul Play and Weak armor. Also, a stall set could be utilized but that's not fun. Taunt + Roost Can beat non-counter/toxic Registeel. Honestly, roost and taunt are changeable. I just slapped them on there to beat registeel(Bone rush might be a fire tec).

Geist can afford to run taunt over protect if honestly if u opt to run no hp to prevent taunt+encore on most Pokemon but I just like protect because it lets u deal with Zeraora better. also frisk lets u scout out the ursh variant so if its not banded it becomes more a mind game rather than a flat out loss. I choose b+ because it was easier than going down the entire tier list. I can go into b tier as well. Gourgeist can beat glastrier if its ice resist berry variant (Beats banded variant every time), it beats regielectric because regielectric doesn't do over 50 with any move so u can sub seed on it pretty easily, it beats specs lele variants, it beats lando like I said, it can beat tran if its taunt over protect with mind games (tran usually only runs 1 fire move) It beats some arcanine variants, it beats avalugg flat out, it beats Azu, it beats metagross easily, and it beats some sawk/diancie variants.I can go into c tier as well but I won't for the same reason I didn't go into b before, not as relevant as the s-b+ mons. Also I was just listing the raw quantity of S-B+ rank mons it beats because if it beats most common Pokemon that's a sign that its def good. I wasn't listing them saying that because gourgeist can beat ursh its better than ursh, (I did list Geist as a lower rank than ursh)
Nominating Weavile for C+
I noticed Weavile could be a potential threat to top tier mons so I built with it. Weavile acts as a fast sweeper. With its unique typing it is able to take down notable dragon types like Garchomp, Zygarde and Dragapult thanks to its great STAB move Triple Axel, as well as bulky Psychic types like Necrozma, non-scarf Victini and Cressilia with the use of Knock Off. Weavile has a total of 4 ways to counter Endure Custap Strats by making use of Fake Out, Knock Off, Ice Shard or Taunt which is antimeta right now. When I started building I thought of 2 great Life Orb sets but I'm sure there's people who could think of like Pressure + Taunt stall or Endure / Liechi Berry Pickpocket countersets.

Fixed this to take a Choice Banded Victini V-create (bulking urshifu was pointless) while having a much more invest left remaining to dump into attack. This set still looks super iffy at best because Landorus clicks Focus Blast anyway so you should endure t1 and there's no point in bulking Earth Power but that's ok. The Victini matchup also looks sus but that's just Victini things. All in all not sure why I would run this over Ronald (Snorlax) but I guess it's neat.

Tsareena is actually kinda cool with Queenly Majesty and I've always been a fan. I used it during the home meta some and enjoyed it. The new set made now lives a Wicked Blow from jolly Choice Banded Urshifu (if it's adamant perdemos) and has more hp leftover to increase its general bulk. Might have a niche although it will be pretty small of one.

Ok, so this set definitely could use some work. Ended up optimizing the bulk to live a Banded V-create while also outspeeding base 110s like Gengar because the hp dump seemed kinda redundant if it wasn't for anything. Gyarados actually seems potentially kinda nice in the meta although once again claiming something is a Victini counter is kinda sus because it is, after all, Victini. Gyarados is overall pretty cool just struggles with new competition in the second dlc.

Noivern is a cool mon although I don't really know why I would run scarf with it because it only has a base 97 Special Attack stat which isn't very strong. In the future, I also wouldn't dump extra evs into Special Defense but that's just me. Fixed the set up to get 3kod by Scarf Jirachi Iron Head (Ice Punch still owns you '-') and now you outspeed Scarf Blacephalon. Sometimes what's simple is best.

So, this month saw the creation of the completely revamped SS VR, after the previous October release of DLC 2. We anticipated that the release of all legendaries would dramatically shift the power creep, and basically invalidate half the DLC 1 metagame, which for the most part proved true. The new VR came out on 11/9, after it was clear we wouldn't need to do any more quickbans, and since the metagame had settled down. Immediately, it was obvious that, even with the initial output of the VR, a whole lot of mons needed to be added, as can be seen through the numerous UR rises, pretty obviously due to the development of more niche strategies that always naturally occurs after initial experimentation with the best of the best runs its course. Some very interesting Pokemon explored around this time, that I certainly did not expect to ever be ranked on a 1v1 VR, are Pokemon like Articuno, Regirock, Moltres, and Zarude post DLC 2 ew.
Another trend I noticed is that the best Pokemon ranked, around A- or A, just consistently get better, with Pokemon like Moltres-G, Togekiss, and Cresselia pushing into this ultra-competitive sphere of the solid A rank. Hopefully this more diverse metagame won't fall into the same pitfalls of DLC 2, where team structure was extremely limited if one actually wanted to cover all of their options.

This thing is uber versatile and quite hard to work around in team preview given your team doesn’t have a reliable check to it. The first set that comes to mind of being the most prevalent is YawnTect + Two attacks. You can run Rindo/Chilan or even leftovers on this set. It has/had the ability to check Victini very effectively if you play your cards right and depending on your two attacks of choice. The only reason that I don’t say it’s a Victini counter is because predicting resist berrys isn’t fun and sleep turns could always fuck you up. The only other 2 sets I think have a niche are bulky Band and bulky Specs. Swampert has pretty meh options when it comes to immediate power with it’s water stab as Liquidation is you’re really only option, however it has sone pretty great coverage on the physical side. Some of it’s physical tools include EQ, Liquidation, Ice Punch, Superpower, Outrage, Darkest Lariat, Stone Edge/Rock Slide, and Giga Impact. Specs is very similar except now you get access to the wonders of Hydro Pump and Earth Power. Some other notable tools include Sludge Wave, Ice Beam, and Focus Blast. Definitely lacking on the special side in terms of power and coverage but serves as a niche surprise mon.
