PU bans are going to take effect. You cannot use Braviary-H, Frosmoth, Oricorio-Baile, and Venomoth this round. Given no PU games have taken place and the ban was reasonably early enough into the round, allowing the bans would be beneficial with little to no drawbacks. This is a unique case and shouldn't be considered expected action.
