"Players who are not participating in any other beginner/standard mafia will be Priority 1 players, players who are already in another will be Priority 2 players, and so on. The players themselves must post what category they belong to when they sign up."

The priority system pretty much helps to make it so that people who are say, P3, have a lower chance of making into a game than people who are P1.
