Obviously, it would be pedantic to ban a move with a tiny 1/8 chance of increasing evasion.
As Mariobro mentioned, Accupressure poses no threat to overcentralising the metagame. Double Team is available to every Pokemon and his dog, whereas Accupressure is available to a mere handful.
We're all talking about the threat that it could cause if you BP an Accupressure Evasion boost, but the only Pokemon that can actually do that is Smeargle and Dodrio. Both of these take hits like wet pieces of paper, so they can't hang around long enough to get that 1/8 chance of an evasion boost. Both of them would be lucky to get off one Accupressure and BP.
