When voting, please follow the format below to rank your options from MOST PREFERRED TO LEAST PREFERRED. The list of options is below:
1. Ban the move Baton Pass
2. Do Nothing regarding Baton Pass
3. Limit the number of Baton Pass users per team down to 1
4. Limit to 1 form of stat-boosting alongside Baton Pass across the whole team

We will first eliminate the option with the least 1st place votes. Those who had the eliminated option as their top choice will then have their votes moved to their next choice. This process will continue until we only have 2 options left, and the one with the most votes will be chosen.

In the event of a tie between the final 2 options, the option with the most 1st place votes will be chosen. If those are also tied, then the number of 2nd place votes will decide and so on.

• TC is awarded to those with 10 tiering-related votes across all tiers or 4 tiering-related votes in Ubers suspect tests.

Since the voting period is up, after a tie between option 1 and 3 when initially removing the votes for the other 2 most popular, and again a tie between which option had the most first choice votes, option 3 has won the vote by virtue of having more second choice preference votes than option 1 as laid out by the OP.

Tagging Marty and Kris to implement a teambuilder limit to 1 Baton Pass user per team, wording of the clause can be however reads best just explaining that only 1 Pokémon can have Baton Pass, thanks a ton.
