All moves @ level 1?

Okay this is not really a glitch, but I was just wondering about it.

On shoddy Battle you can choose your pokemon to be at level 1.
But, while in level 1 in can still learn all moves it normaly only can during leveling up. Eg. Level 1 Cyndaquil with Eruption. This isn't possible normaly. I'm not saying it's a bad thing but it's just kind of weird.
 
As long as the 1st form Pokemon can learn the same move via Move Tutor, TM, or level-up, it can be bred with said move. Since Cyndaquil learns Eruption by level-up, a Male Typhlosion with Eruption can pass that down. Exceptions are i.e. Scyther cannot get Bullet Punch from Scizor because only Scizor can learn it.

EDIT: Genderless is the second exception where moves cannot be passed down via breeding, though the Pomeg glitch from ADV gives leeway for some of it.
 
A related thing is I once faced someone who used level 1 Clefairy and Clefable, which is illegal - Cleffa has to level up to evolve, so the evolutions can be level 2 at lowest.
